Conflict Minerals Procurement Policy and Operating Procedures
1. Purpose
1.1 To prevent the procurement of conflict minerals originating from conflict regions (including the Democratic Republic of Congo and adjacent conflict areas), including minerals and products containing tin, tantalum, gold, tungsten, cobalt, and other metals.
1.2 To prevent the procurement of raw materials involving violence, forced labor, and child labor.
1.3 To inform suppliers of the company's responsible mineral procurement policy.
1.4 To inform relevant departments and personnel of the company about this policy and ensure the procedures for its implementation.
2. Scope
Applicable to the investigation of all raw material sources of the company.
3. Definition
Conflict minerals: The mining of cassiterite, wolframite, coltan, iron ore, gold, cobalt, and other rare metals in the Democratic Republic of Congo (DRC) and surrounding areas has caused serious human rights and environmental issues. Most mining activities in these areas are related to armed groups involved in conflict (funding), leading to long-term instability in the region, hence called "conflict minerals."
Adjacent areas: Regions internationally recognized as sharing borders with the Democratic Republic of Congo.
4. Responsibilities and Authorities
4.1 General Manager: Fully responsible for ensuring the implementation of this policy.
4.2 International Trade Department: Organize the preparation and operation of this policy and procedures, complete and submit the "Conflict Minerals Report (CMRT)" and "Cobalt Procurement Report (CRT)" to customers, and organize the distribution and review of these reports to Ruite suppliers.
4.3 Business Unit: Guide the procurement department to work according to this policy and procedures.
4.3 Procurement: Distribute and collect the "Conflict Minerals Procurement Policy and Operating Procedures" and "Supplier Conflict Minerals Procurement Survey" to/from suppliers, and select suppliers who comply with this policy.
5. Operating Procedures
5.1 Technical Department/Business Unit: According to actual product needs, convey the specifications and related requirements of required materials to procurement.
5.2 Procurement selects suitable suppliers based on the specifications and quality requirements from the Technical Department, requiring suppliers to provide samples for confirmation. Procurement shall require tungsten carbide and cobalt suppliers to purchase tungsten and cobalt raw materials only from smelters that have passed independent third-party audits in due diligence activities. At the same time, distribute the "Conflict Minerals Procurement Policy and Operating Procedures" and "Supplier Conflict Minerals Procurement Survey" to suppliers, requiring truthful completion. Procurement returns the survey to the International Trade Department.
5.3 The International Trade Department judges whether suppliers meet the policy requirements based on the investigation reports provided by suppliers.
5.4 If the judgment result is compliant, the information is passed to procurement.
5.6 If the judgment result indicates that raw materials contain or may contain conflict minerals from conflict regions, suppliers are required to provide a written explanation and immediately stop purchasing conflict minerals, select new mineral sources, and provide valid evidence proving the new minerals comply with this policy.
6. Company Policy on Conflict Minerals
Do not support or use conflict minerals from conflict regions.
Do not support or use minerals and raw materials obtained through violence, forced labor, or involving child labor.
7. Due Diligence Activities
The International Trade Department organizes an annual due diligence review of conflict minerals procurement for the company and related suppliers every December. Issues found must be issued a "Corrective Action Form," requiring the organization to implement corrective measures and respond.
